Bob was an honored and dedicated public servant whose important accomplishments were many. He became an attorney after serving in the U.S. Army in World War II, and started his public service career working for the state at the Unemployment Insurance Appeals Board, and the Franchise Tax Board. Bob specialized in water law and joined the Reclamation Board staff, setting flood policy for California’s Central Valley and working on flood-related water issues for more than a decade before moving to the Department of Water Resources In 1962.
