From CalOES – FEMA’s Flood Mitigation Assistance (FMA) is an annual, nationwide competitive program. This year, $800M is available for project scoping, localized flood risk reduction, and individual flood mitigation projects. This is an unprecedented amount of funding for FMA! Last year, only $160M was available. Through the Prepare CA Initiative, Cal OES will also provide matching funds for some FMA projects for high risk, socially vulnerable communities, who will then be able to participate at no cost! Subapplicants must have an approved and adopted Hazard Mitigation Plan and also participate in the National Flood Insurance Program (NFIP). Local jurisdictions / governments and State agencies are eligible. Private Non-Profits (PNPs), businesses, and communities are not eligible subapplicants and are recommended to partner with eligible governments and agencies. The program has a local cost share and subapplicants can have a reduced cost share in certain cases (Severe Repetitive Loss, Repetitive Loss, and/or a CDC Social Vulnerability Index score above .50). The cost share would need to be 0-25% depending on SRL/RL status and social vulnerability.
